There are reports out that Intel will only allow overclocking of the high-end processors of the Nehalem family, based on the Bloomfield archicture. But the thing is, Intel has never endorsed overclocking with its mid-range processors, and the number of motherboards branded by Intel that actually has overclocking features can be counted on one hand. Thus, the policy hasn't really changed with Nehalem and we have a very hard to believing Intel will prohibit the number one feature that has made it so very popular among in the retail channel. Overclocking will be different though, but it will be there.
