AMD earlier announced that 45nm processors should be out before the end of the year. The processor code-named Shanghai is a mainly shrink of Barcelona, which is a server-oriented processor, but beside the shrink to 45nm, Shanghai sports additional L3 cache. The overall performance is not expected to change that much (based on projected data), but then again we know very little about the architectural changes it brings (if any). Deneb, the desktop equivalent, is expected to arrive shortly after Shanghai. Both of them have already been sent out to partners for testing.

There's no word on the actual frequency of the processors demoed at CeBIT, but it's rather irrelevant as its six months or so before the final products will reach the market. There are a few rumors, but none which have been backed up. Frequencies of 2.8GHz are feasible though.
