Dell was one of the first to take the LCD technology for monitors seriously and with its large production volumes it can offers good quality monitors at competitive prices. Dell has continued to work with its flat PC monitors and its latest creation is intended for the budget users, or perhaps those looking for an affordable secondary monitor. Dell has launched a 20" 16:9 monitor called ST2010 sporting 1600x900 pixel resolution and 1000:1 contrast ratio.
Dell ST2010 doesn't have that many fancy features to boast, but an HDMI input is at least good to see.

Even if the monitor is so far only available in Hong Kong, ST2010 won't cost more than $150, which is quite cheap considering the seemingly good quality and HDMI input.
